GRC trends and insights

It’s board meeting night at the Clapton Unified School District. The boardroom is packed with parents and members of the community, as the school board prepares to vote on a controversial attendance boundary plan.

The meeting has stretched past three hours. The clerk is juggling public speakers, remote participants, handwritten notes and a rapid sequence of motions. When the board chair finally calls for the vote, members raise their hands one by one as the clerk tallies results on a notepad. A few trustees attending remotely hold up their hands on screen — and the signal cuts out for a moment.

In the confusion, one vote is recorded incorrectly. The clerk only realizes the error after the vote, when members question the tally and request a recount. The board votes again and the decision is overturned — but by that time, many audience members have already left. The next day, social media is full of speculation about what “really” happened.

Now imagine the same meeting with digital voting.

Each trustee either logs into a secure digital meeting space or votes in the room, and their vote is recorded straight into the system. Within seconds, the results appear on screen for the chair, clerk and attendees. The votes are captured in a structured log, tied to the relevant agenda item, and added to the draft minutes for approval. There’s no need to retally by hand or retype results, and there’s a clear audit trail if questions arise later.

That’s the promise of digital voting: a voting record that is accurate, transparent and easy to verify — even in the most high-pressure meetings.

Why accurate vote recording matters

Accurately recording votes is fundamental to school board governance. Every vote represents a decision made by an elected representative of the community. Mistakes in recording, transcribing or publishing votes can have serious consequences - from legal challenges to a decline in community confidence.

School boards are subject to state open meeting laws that require transparency in decision-making. Minutes must reflect exactly how each member voted, and these records must be available to the public.

If votes are mis-recorded, missing or inconsistent between notes, minutes and published records, boards may face:

  • Compliance risks and formal challenges to decisions
  • Costly revotes or do-overs
  • Corrective actions or mandated training

Transparency and public trust

When constituents can clearly see how and why decisions were made, they are more likely to trust the board’s leadership. Clear voting records show:

  • Who was present
  • How each member voted
  • The final outcome on each motion

Digital tools can make results available far more quickly and, where boards use livestreaming or recorded meetings, can link votes directly to the meeting video so the public can see decisions in context.

Administrative time savings

A typical school board meeting can include dozens of votes. Traditionally, clerks have to:

  • Track each motion and amendment
  • Tally hand-raises or verbal “ayes” and “noes”
  • Reenter vote counts into draft minutes
  • Doublecheck totals before publishing

An automated system that captures votes directly — whether they’re cast digitally or recorded by the clerk — reduces repetitive manual work and ensures records are accurate and easy to verify later.

Challenges with manual vote recording

Despite growing expectations for realtime transparency, many districts still rely on fully manual methods to record votes. This creates several challenges:

  • Human error: In a fast-paced discussion, it’s easy for the clerk to mishear a vote or miss one entirely.
  • Delayed results: Manual tallying and transcription mean the official record may not be available until days later.
  • Inconsistent records: Notes taken during the meeting may differ from what’s entered into the minutes, leading to discrepancies and challenges.
  • Difficult to search history: When requests arise months or years later, locating specific voting records can be time-consuming and inefficient.
  • Hybrid and remote complexity: As more trustees and members of the public join remotely, accurately capturing voice votes or handraises across in-person and virtual attendees becomes harder.

With greater expectations for real-time transparency, traditional manual methods can no longer keep pace with governance demands.

How digital voting improves the process

Digital voting using your board management technology captures votes directly into the meeting workflow. Instead of tallying by hand and retyping results, the system becomes the single source of truth for each vote.

Here’s how it transforms the process:

  • Real-time recording: Where enabled, board members can cast their votes digitally and see results immediately, or the clerk can record rollcall or handraise votes directly into the system so the tally updates in real time. This ensures accuracy and transparency during the meeting itself.
  • Consistent voting rules: Boards can align voting in the system with their bylaws — for example, majority, supermajority or weighted voting — without doing the math manually each time.
  • Automated minute adoption: Once votes are complete, the results are automatically incorporated into the meeting minutes for review and approval. Clerks no longer need to retype or reconcile results from separate tally sheets.
  • Better support for hybrid meetings: Whether members are in the boardroom or joining remotely, their votes are captured the same way, creating a unified, reliable record.
  • Faster public communication: Because voting results flow straight into the minutes and meeting record, boards can share outcomes with the community much more quickly and confidently.

By automating vote capture and tallying, digital voting saves time, reduces administrative risk and supports a more streamlined, accountable governance process.

Digital and nondigital voting with Diligent Community

Not every board is ready to move fully to digital ballots from day one. Some prefer to maintain voice votes or a show of hands in the room, while still modernizing how results are recorded and reported.

Diligent Community supports both approaches:

  • Digital voting: Members securely cast their votes online, whether they’re in the boardroom or joining remotely. The system collects each vote, tallies the results and displays the outcome within seconds.
  • Structured rollcall voting: For boards that prefer voice votes or handraises, the clerk records each member’s vote in Diligent Community using simple onscreen options. The system still calculates totals and outcomes automatically and updates the minutes, without changing how trustees speak or raise their hands in the room.

In both cases, the end result is the same: a consistent, auditable record of every vote, directly tied to the relevant agenda item and minutes.

How Diligent Community helps with digital voting

Diligent Community is built for public sector boards seeking to modernize governance, improve transparency and simplify administrative tasks. As a secure, cloud-based platform it protects sensitive data while streamlining every aspect of meeting management, from agenda creation to minute adoption.

For clerks and administrators, Diligent Community removes manual tallying and retyping. For board members, it offers a clear, consistent way to cast votes and see outcomes, whether they’re in the room or joining remotely.

Key benefits include:

Real-time vote capture and recording

Votes are securely collected and displayed in real time during the meeting. Whether members are voting digitally or the clerk is entering roll call results, the system handles the tallying and outcome so everyone can see where the decision stands.

Flexible voting options

Boards can configure voting to match their bylaws — including majority, supermajority and weighted voting — with customizable voting language and response options. This reduces the risk of misinterpreting rules or miscounting complex votes.

Automated minute population

Once a motion is decided, the vote outcome flows into the meeting minutes. For recorded votes, Diligent Community can capture who moved and seconded the motion and how each member voted, providing a clear audit trail without additional typing.

Integrated video transparency

For boards that livestream or record their meetings, agenda items and votes can be timestamped to so video viewers can can quickly find the relevant section and see how each decision unfolded in context. This makes it easier for the public to follow complex discussions and understand how the board reached its conclusions.

Secure and compliant by design

Diligent Community is designed to meet public sector requirements around privacy, accessibility and open meeting laws, helping boards protect sensitive information while making the right information accessible to the public.

A more transparent, trustworthy voting process

The way school boards record and manage votes impacts transparency, trust and efficiency.

As more meetings rely on technology and livestreaming, continuing to depend on manual tallying and transcription introduces unnecessary risk.

Digital voting — and structured, systembased recording of nondigital votes — offers a process that is:

  • Accurate: Fewer manual steps mean fewer opportunities for error.
  • Efficient: Clerks spend less time tallying, retyping and crosschecking, and more time focusing on the substance of the meeting.
  • Transparent: Boards can show clearly how decisions were made and, where video is used, connect those decisions to the meeting discussion.
  • Defensible: A clear, auditable record of each vote supports compliance and helps resolve questions quickly if they arise.

By adopting solutions like Diligent Community, school boards can record votes in real time, tie them to agendas, minutes and — where appropriate — video, and make results easier for the public to understand.

The result is governance that’s not just faster and more efficient, but also more transparent and trustworthy.
